Paul Kilby

Advisory Service Manager - Launceston

I help businesses create safer, more productive workplaces by delivering practical Work Health and Safety solutions that protect people, strengthen compliance and support business success. As manager of a dedicated Work Health and Safety team, I lead the delivery of tailored WHS services across a diverse range of industries, working with business owners, managers and workers to improve safety culture and workplace systems.

Having worked with both large organisations and small businesses, I understand that every workplace has different challenges and priorities. I am passionate about mentoring the team, building strong relationships and helping businesses take ownership of their safety responsibilities through practical, achievable solutions that create lasting improvements.

Time working at WorkSafe Tasmania

I have worked with WorkSafe Tasmania for approximately 18 years across several roles, including WorkSafe Advisor and Senior Inspector, with periods as Acting Team Leader. These roles have provided extensive experience supporting businesses, managing workplace risks and improving safety outcomes across a wide variety of industries.

My skills are supported by qualifications in business, management, workplace inspection, human resources, fitting and machining, hydraulics and welding, together with extensive leadership and industry experience.

Hobbies/Interests

I enjoy producing and editing YouTube videos as a creative hobby. I also enjoy motorcycles, fishing, AFL, NRL, cars and boats.

Roger Gaby

Senior Work Health & Safety Advisor - Burnie

I provide industry with free, practical and evidence-based work health and safety advice to business owners, managers and workers. My experience across heavy industry, small business and government sectors has provided valuable insight into the challenges organisations face in maintaining safe and healthy workplaces.

Having worked in a range of environments, including some with significant workplace risks, I have developed a strong commitment to helping businesses identify hazards and improve safety outcomes. My goal is to work collaboratively with organisations to strengthen safety systems, develop safer ways of working and foster positive workplace safety cultures.

Time working at WorkSafe Tasmania

I joined WorkSafe Tasmania approximately five years ago as part of the COVID Compliance team before moving into Inspector roles within the General Inspectorate and Chemical Safety Unit. More recently, I transferred to the Advisory Service as a Senior Health and Wellbeing Advisor, where I support businesses to improve workplace health, safety and wellbeing outcomes.

My qualifications include WHS, investigations and fraud control diplomas and certificates, ICAM incident investigation training, and a trade certificate in sheet metal working.

Glenn Gregg

Senior Work Health & Safety Advisor - Launceston

I help and support small businesses achieve higher safety standards by providing timely and practical advice on the issues they face. My approach is always solutions based, easy to understand and delivered in plain English to help businesses confidently improve their work health and safety practices.

I work with businesses to identify their current safety position, understand what is required to achieve compliance with Tasmanian legislation and develop practical actions to close any gaps. Through reports, ongoing support and follow-up visits, I help ensure improvements remain achievable, relevant and on track.

Time working at WorkSafe Tasmania

I have worked with the WorkSafe Tasmania Advisory Service for the past 15 years, often in a statewide capacity. During that time, I have visited approximately 2,000 Tasmanian businesses and provided practical advice across a broad range of industries, helping workplaces improve safety outcomes and meet their obligations.

My qualifications include a Bachelor of Science (Honours), postgraduate studies in microbiology and a Certificate IV in Work Health and Safety.

Hobbies/Interests

I enjoy nature photography and have a particular interest in Tasmanian native insects, spiders and reptiles. I am also the author of several Tasmanian nature websites.

Kim Hicks

Advisory Service Coordinator - Hobart

As the Advisory Service Coordinator with WorkSafe Tasmania, I support the effective delivery and administration of the Advisory Service. My role includes coordinating service activities, workplace visits, stakeholder engagement, enquiries, presentations and events.

I am also responsible for collecting, analysing and reporting Advisory Service statistics and performance data to demonstrate service impact, identify trends and support planning and continuous improvement.

Time working at WorkSafe Tasmania

I have worked with WorkSafe Tasmania for approximately 12 years. I joined the Advisory Service in 2012 as Advisory Program Coordinator, remaining in that role until 2018, and returned in 2020 as Advisory Service Coordinator.

Prior to joining WorkSafe Tasmania

  • Tasmanian State Government in human resources, payroll, recruitment and administration, including roles with the Department for Education, Children and Young People (DECYP) and the Department of Natural Resources and Environment Tasmania.

Skills

My skills include stakeholder engagement, service coordination, WHS advisory support, event coordination, research, reporting, statistical analysis, communication and problem-solving.

My qualifications include a Certificate III in Print Communications and an Undergraduate Certificate of Applied Design. I am currently completing a Bachelor of Arts, majoring in Creative Arts and Health, through the University of Tasmania.

Hobbies/Interests

My main interests are horses, art and creative practice, particularly the connection between creative arts, health and wellbeing.

Michelle Grubb

Senior Work Health & Safety Advisor - Hobart

I’m a Work Health and Safety Advisor with experience across regulation, advisory services, workers’ compensation and workplace safety in both Tasmania and the United Kingdom.

What I enjoy most is working directly with businesses, understanding how they operate and helping them find practical ways to improve safety. I believe good health and safety should support a business rather than overwhelm it, so my approach is always to make advice clear, realistic and workable.

My background in workplace safety and workers’ compensation has also given me a strong understanding of the impact incidents can have on both people and organisations. That perspective shapes the way I work, focusing on prevention, practical improvement and helping businesses build safer, stronger workplaces.

My career began with WorkSafe Tasmania, where I worked as an Inspector before moving into an advisory role. I later spent 11 years in the UK, gaining experience across a range of workplaces and organisations, including several years with the University of Hull, before returning to WorkSafe Tasmania.

Paul Josey

Senior WHS Advisor - Launceston

As a Senior WHS Advisor, I help Tasmanian businesses create safer and healthier workplaces by providing practical work health and safety advice that supports compliance, manages risks and improves workplace wellbeing. I work with employers, managers and workers across a range of industries to improve workplace practices, develop effective safety systems and build positive safety cultures.

I also deliver presentations and information sessions to schools, businesses and community groups, helping people understand their roles and responsibilities in creating safe and healthy workplaces. I enjoy working collaboratively with organisations and providing practical advice that supports long-term safety improvements.

Time working at WorkSafe Tasmania

I joined WorkSafe Tasmania as an Inspector in September 2021 and remained in that role until January 2026 before joining the Advisory Service team. During my time with WorkSafe Tasmania, I have undertaken investigations, completed a range of work health and safety training programs and developed practical experience across diverse industries.
